The requirements for membership of the QBPC are as follows:

Members shall be enterprises with foreign investment or business operation in mainland China

Members shall be enterprises that have products manufactured or distributed or services provided in mainland China

Members shall acknowledge QBPC's mission and objectives and pay the annual membership fee

To qualify for a QBPC Observer, applicant must satisfy four criterias:

Observers shall be domestic companies or associations (including but not limited to research institution, industrial association, famous Chamber of Commerce) which are not qualified for QBPC membership

Observers shall be entities with a clear recognition of the idea and principle of the QBPC

Observers shall be entities that are committed to IP protection with no interest conflicts of the QBPC

Observers shall be entities that agree to be bound by the rules and guidelines of the QBPC
