The Symposium on IP Protection of Multinational Company and the Announcement and Exchange Meeting on QBPC/CAEFI 2013-2014 Annual Best-Practice Cases of IP Protection and Model Cases of Harmonizing Administrative & Judicial IP Enforcement

    On May 15, 2014, the Quality Brands Protection Committee of China Association of Enterprises with Foreign Investment (QBPC/CAEFI) held in Beijing "The Symposium on Intellectual Property Protection of Multinational Company and the Announcement and Exchange Meeting on QBPC/CAEFI 2013-2014 Annual Best-Practice Cases of IP Protection and Model Cases of Harmonizing Administrative & Judicial IP Enforcement." Over 300 people were invited to attend the meeting, including leaders of relevant authorities such as the Supreme People's Court, the Supreme People's Procuratorate, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Commerce, the General Administration of Customs, the State Administration for Industry and Commerce, the General Administration of Quality Supervision, Inspection and Quarantine, the State Administration of Press, Publication, Radio, Film and Television, the China Food and Drug Administration, the State Intellectual Property Office, and the Legislative Affairs Office of State Council, case-handling units for Best-Practice Cases ofIP Protection and Model Cases of Harmonizing Administrative & Judicial IP Enforcement, foreign embassies in China, chambers of commerce, international organizations, academics, media professionals, guests of domestic enterprises, and QBPC representatives.
     
    The third exchange meeting between the Office of National Leading Group on the Fight Against IPR Infringement and Counterfeiting (NLGO) and the QBPC was an important part of the Seminar on IP Protection of Transnational Corporations. Mr. Chai Haitao, Deputy Director General of NLGO, attended and chaired the exchange meeting. During the meeting, the two parties conducted in-depth discussions on frontier or hot IP protection issues that multinational companies were more concerned about, such as how to combat the sales of counterfeit goods on the network and protect trade secrets, and effectively communicated with each other about what the QBPC members should do to collaborate with law enforcement agencies at all levels to further carry out the key points of 2014 annual work of combating IP infringement and counterfeits.
     
    Mr. Chen Deming, Chairman of CAEFI and Former Minister of the Ministry of Commerce; Madam Li Ling, Vice Chairperson of CAEFI; Mr. George Chu, Trade Policy Advisor to the President of the United States; Mr. Etienne Sanz de Acedo, Chief Executive Officerof the International TrademarkAssociation(INTA); Mr. Feng Yi, Director of the Public Order Administration Department of the Ministry of Public Security; Ms. Li Weiwei, Deputy Director of IP Division of the Investigation and Supervision Department of Supreme People’s Procuratorate; MadamSong Yushui, Vice President of the People's Court of Beijing Haidian District; Mr. Liu Wanzhong, Vice President of China Private Enterprises Federation; Mr. Michael Ellis, Deputy Director of Anti-Illicit Trade and Counterfeiting of the Interpol; Mr. Tan Jianqiu, Huangpu District People’s Procuratorate of Shanghai; Mr. Huang Genhua, Suichang Public Security Bureau; and Mr. Chen Shijian, The Economic Crime Investigation Department of Zhaoqing Public Security Bureau of Guangdong Province attended the Announcement and Exchange Meeting on 2013-2014 Annual Best Practice in IP Protection and Model Cases Harmonizing Administrative & Judicial IP Enforcement and addressed the meeting or made keynote speeches. The guests participated spoke highly of the unremitting efforts and positive contributions that the QBPC had made to improve the IP protection work in China, and hoped that the QBPC would carry forward the cause and forge ahead into the future with determination, continue to strengthen cooperation with the Chinese central government and local government departments at all levels, report actual situations, provide suggestions, continue to exert the functions of bridges and ties in aspects of IP protection legislation, law enforcement and judiciary, IP protection publicity and education, and promotion of domestic and foreign enterprises' work in establishing and improving the IP management system and enhancing the capacity and effectiveness of IP protection, further carry out the work of combating IP infringement and counterfeits, and further promote the communication and cooperation between China and the international community in the IP domain.
     
    Started from 2002, the annual selection of best-practice cases organized by the QBPC had become a branding activity of the QBPC with greater social influence. The cases submitted to selection were nominated by member enterprises and classified into two categories: criminal and non-criminal protection of intellectual property rights. Various administrative law enforcement and judicial cases of intellectual property rights were included. The cases were reviewed by the executive committee of the QBPC and were voted by secret ballot. The elected cases were fairly typical and had greater social influence. According to the Chinese government's opinions of Harmonizing Administrative & Judicial IP Enforcement, the QBPC started the selection of Model Cases Harmonizing Administrative & Judicial IP Enforcement since 2012. The selection of Best Practice in IP Protection organized by the QBPC not only received enthusiastic responses from member enterprises, but was also recognized by relevant Chinese government authorities at central level and welcomed by local law enforcement agencies. It had even attracted interest from the international community.
