Sichuan IP Administration and QBPC Sign MOU on IP Protection

On October 14, Sichuan Administration for Market Regulation and QBPC jointly held “Foreign IPR Protection Workshop” in Chengdu. Officials from Sichuan Administration for Market Regulation, Sichuan High Court, Sichuan People’s Procuratorate, Sichuan Public Security Department, Sichuan IP Service Center, Chengdu Customs and other IP related agencies, and representatives of 14 QBPC members participated in the meeting.

 

The meeting was led by Best Practices/Enforcement Committee Chair Conan Chen. Deputy Director of Sichuan Administration for Market Regulation Zhao Hui addressed the audience. Zhao Hui pointed out that the history of working together with QBPC went way back. In 2012, QBPC and the former Sichuan Administration for Industry and Commerce signed memorandum of understanding on IP protection. For years, the two sides had worked constructively and closely. The achievements were acknowledged by many stakeholders. Zhao Hui also introduced the work that Sichuan Administration for Market Regulation had done with detailed statistics since reshuffle.

 

QBPC Chair Michael Ding gave a brief introduction of QBPC. QBPC had not only empowered its members but also functioned as a bridge, letting the international society and member headquarters know what China had achieved in IP protection and bringing back constructive suggestions. Michael Ding also introduced various QBPC projects. He thanked the organizers and hoped for further collaborations. After that, Michael Ding and Zhao Hui, on behalf of each’s organization, signed a memorandum of understanding on IP protection.

 

The Memorandum stated that the two sides would work together on setting up a communication team, strengthening collaboration on IP protection, creating a cooperation mechanism on administrative and criminal enforcement against IP infringements, educating the public of the importance of IP protection and establishing long lasting IP protection system to encourage innovation and improve business environment.

 

After signing the memorandum, the meeting went into free exchange. QBPC members talked about the issues they had encountered in their work, such as the inconsistent interpretations of Article 60 Section 2 of the Trademark Law among enforcement agencies, fake orders to boost good reviews on the internet and infringing trade names by copycats. The members also provided constructive suggestions on how to further improve IPR protection, give more policy incentives to corporations and strengthen the protection mechanism etc.. The attending officials, based on their work, answered these questions and shared their own practical experiences with members.
